Study on Decentralised Municipal Budget Analysis

The study on decentralised municipal budget analysis is one of two assessments requested by the Ministry of State Administration from PARTISIPA. The other one being a study on organisational and functional analysis about municipal structure focusing on the delegation of competencies from central government to municipal authorities, implemented by GROW Ltd.
This study examines the decentralisation of municipal budgeting in Timor-Leste, finding that municipalities receive a small share of the national budget and have limited financial autonomy. While responsibilities in areas such as education, health, and social action have been delegated, challenges remain in ensuring resources are aligned with service delivery needs. The report highlights opportunities to strengthen planning, coordination, and budgeting processes, and recommends clearer prioritisation of municipal responsibilities, needs-based funding, increased technical support, and closer alignment between financing and local service delivery
