Study on the Level of Infrastructure Accessibility in Timor Leste 2025

This study evaluates infrastructure accessibility in Timor-Leste, noting progress such as ratifying the UN Convention on the Rights of Persons with Disabilities and drafting a Building Code, but finds that accessibility remains limited, often narrowly focused on wheelchair users and lacking comprehensive standards.

Major challenges include low technical capacity, unclear institutional roles, insufficient funding, and the absence of unified, enforceable guidelines. The report recommends establishing national accessibility standards, improving coordination and technical training, integrating accessibility into policies, and involving organisations of persons with disabilities.

Overall, there is opportunity to strengthen accessibility of infrastructure in Timor-Leste so it is accessible to people with diverse disabilities, underscoring the need for a holistic and inclusive approach in future infrastructure development.
